Can't use two different arrows?

I'm not sure if it's a bug in general or just in my code, but I can't seem to be able to use the two different kinds of arrrows.

If I set them like so:

topbarimage = "navbarimages/arrowdn.gif";
topbarimageloc = "center;middle"

subimage = "navbarimages/arrow.gif";
subimageloc = "center;middle"

I was expecting the main title bar to have a down arrow and then any sub-menus which had further entries to use the normal arrow.

But, it seems like the subimage file is being ignored and using arrowdn.gif for both.
